Abstract
The Iowa Department of Health and Human Services (Iowa HHS) is committed to changing its system of care to improve the lives of people with disabilities or behavioral health needs, and those who are aging. Recognizing the need to improve and modernize their Medicaid home and community-based service (HCBS) waivers and streamline services across multiple funding streams and programs, Iowa HHS sponsored an evaluation of their community-based services (CBS) system.
