Abstract

This dissertation deals with that agency of State government, administration which is engaged in the general administration of education in the public elementary and secondary schools: it deals primarily with the political activities and functions of that agency of government known as the Department of Public Instruction. An historical survey of the development of administrative functions and the administrative relationships is followed by a discussion of the composition and organization of the Department of Public Instruction.
