Abstract

The following report was prepared at the request of Hon. G. M. Ludwig, Iowa State Representative of Tiffin, Johnson County, by Dr. Dean Zenor, Chief of Research in the Institute of Public Affairs. The Institute was invited to undertake the work in November, 1953. Preparation has involved correspondence with the U. S. Office of Education, careful searching in the catalogues and bulletins of the institutions of higher education in Iowa covering a period of about twenty-five years, and otherwise seeking reliable factual statistical data.
