Abstract
The State Board of Education proposed four school district reorganization plans. One of the four plans was entitled the "Managed Change Plan." The two basic theses of the plan were that "natural progression" will continue to cause more school districts to combine their programs and reorganize, and that a certain degree of management is necessary in order to make the plan work in a logical manner.
