Abstract

In recognition of a need for early intervention, the Handicapped Children's Early Education Assistance Program was authorized by the federal government to establish and operate model preschool and early education projects. Prior to the HCEEP Projects, some services for preschool handicapped were provided through such agencies as the Easter Seal Society and Association for Retarded Citizens, in addition to state institutions and private providers. Children who are identified as handicapped and are between the ages of birth and seven years by September 15 of a given year, may be served in one, or a combination, of the available program options. Children may be entered or removed from the various options during the year dependent upon the needs of the child. A greater intensity of programs and services may be required during certain phases due to greater need by the child and family.
