Abstract
To present basic facts and problems related to both the short term and long-term energy situations existing in the United States, and to stimulate discussions of alternative and possible solutions. The attainment of this purpose can be divided into two steps: a development phase and a production phase. This proposal, while discussing the total project, seeks support only for the development phase, and this restriction is reflected in the ORGANIZATION AND PROCEDURES and BUDGET sections of this document.
