Abstract
This simulation for the 1990-91 school year is an estimate of how the formula could be implemented in the 1990-91 school year through a transition process. The basic goals of the first year of the transition were to 1)guarantee regular program budgets at the level they would have been in 1990-91 under current law (increased by at least one percent over 1989-90 budgets); 2)not increase property taxes and; 3)stay within the current estimates of state aid for the current formula.
