Abstract

The growing demands on state government are well known. The multitude of federal programs and their impact on our state are also causing increasing concern. Across the nation states are looking for methods of effectively dealing with these new pressures. Comprehensive state planning and programming is being called on to provide governors, legislators, and local governments with planning coordination, informational services, and assistance in overall policy development. In 1966, Iowa responded to the need for improved state planning by the creation of the Office for Planning and Programming. The Office was established by executive order. At this time, the legislature should consider the merits of providing the state planning program with a statutory base.
