Abstract

This document presents the findings of a research effort conducted by the Department of Civil and Construction Engineering at Iowa State University for the Iowa Legislative Service Bureau. The types of infrastructure analyzed in this study vary greatly in several areas. The infrastructure is controlled by various entities from school superintendents and school boards, to city managers and city engineers, to professional facilities management groups at state universities. These various agencies and entities represent a wide range of facility management and capital planning experience ranging from almost none at all to significant numbers of professional planners. The function of the infrastructure included in this study varies greatly also.
