Abstract
Fiscal year 1990 was the year for implementing the environmental groundwork for the final decade of this century. Because the environment has become one of the leading concerns of Iowans, 13 statewide public participation meetings were conducted across Iowa to identify the 15 most important environmental issues in Iowa.
