Abstract

5-1 5. Hazard Mitigation Strategy The hazard mitigation strategy is the heart of the Iowa Hazard Mitigation Plan. It details what mitigation actions we want to accomplish and how we intend to do it. The strategy is guided by goals and objectives, which are found in section 5.1. Section 5.2, the Comprehensive State Hazard Mitigation Program, describes all of the mitigation capabilities of the State of Iowa. Essentially, this section describes the tools the State has to bring about mitigation actions throughout Iowa. Section 5.3 explains some of the obstacles and challenges the State faces in its comprehensive hazard mitigation program.
