Abstract
The State of Iowa’s (State) initial 9-1-1 system was developed and implemented around legacy wire line technology more than 25 years ago and was not implemented to facilitate the transmission of text messages and data images such as pictures and video. Now with technology has been developed that cellular phones can text to 911.
