Abstract
The Planning Guide is designed to: • provide a framework for decision making, planning, and problem solving. • encourage collaboration, assure mutual understanding of the child's needs, and clarify roles and responsibilities for carrying out recommendations. • facilitate communication among parents, community-based early childhood (CBEC) staff members and early childhood special education (ECSE) personnel. • provide a mechanism for collecting and storing information. • facilitate a smooth transition for the child, family, and staff as the child moves from one program into another.
