Abstract
The Office for Planning and Programming is given authority "to coordinate the development of physical, economic, and human resource programs and to promote efficient and economic utilization of federal, state, local, and private resources." This involves providing a planning capability to the State of Iowa with particular emphasis on improving the management functions of Chief Executives.
