Abstract
Title XXI of the Social Security Act enables states to provide health care coverage to uninsured, targeted low-income children. In Iowa, targeted low-income children are those children covered by a Medicaid Expansion and a separate program called Healthy and Well Kids in Iowa (hawk-i).
