Abstract

The purpose of the annual report is to increase health care insurance transparency and provide consumers with the information necessary, and the incentive, to choose health plans based on cost and quality. Reliable cost and quality information about health care insurance empowers consumer choice, which incentivizes and motivates the entire health care delivery system to provide better care and benefits at a lower cost. It is the purpose of this report to aid in making information regarding the costs of health care insurance readily available to consumers. This report is intended to provide information in a form that can be used in the annual report to the governor of Iowa and the Iowa legislature. This report uses information gathered from the top 95% of health insurers by premium in Iowa through a data request from the Iowa Insurance Division.
