<P><FONT face=3DArial>I am pleased to present the performance report for =
the Iowa=20
Department for the Blind for fiscal year 2006. This report is provided =
in=20
compliance with sections 8E.210 and 216B.7 of the Code of Iowa. It =
contains=20
valuable information about the services the Department and its partners =
provided=20
for Iowans during the past fiscal year in the areas of vocational=20
rehabilitation, library services, and resource management. </FONT></P>
<P><FONT face=3DArial>Major accomplishments of the year included =
successful=20
administration of a federally-funded mentoring program (Pathfinders) =
that=20
matches young adults ages 16-26 who are blind or visually impaired with =
mentors=20
who also have vision loss, installed a state-of-the art digital =
recording studio=20
in the library, and continued national prominence in vocational =
rehabilitation.=20
Earnings ratios and the percentage of employment for vocational =
rehabilitation=20
clients of the Department remain among the best in the nation, as =
measured by=20
the U.S. Rehabilitation Services Administration, which on July 3, 2006 =
released=20
data on federal standards and indicators for the year ended September =
30, 2005.=20
</FONT></P>
<P><FONT face=3DArial>Overall, we met or exceeded 15 of 20 results =
targets=20
included in this report. Key strategic challenges, developments, and =
trends are=20
also discussed in the "Department Overview" that follows. </FONT></P>

Overview</A></FONT></H2>
<P><FONT face=3DArial>The Iowa Department for the Blind is the state =
agency=20
charged with providing vocational rehabilitation, independent living, =
library,=20
and other essential services to Iowans who are blind so that they can =
live=20
independently and work competitively. The policies and procedures of the =

Department are grounded in state and federal law, including sections =
216B, 216C,=20
and 216D of the Code of Iowa, the Rehabilitation Act of 1973, as =
Amended, and=20
the Randolph-Sheppard Act. The Department has used these mandates and =
the=20
expressed needs of our consumers to establish a highly successful =
service=20
delivery system that has been emulated both nationally and =
internationally.=20
</FONT></P>
<P><FONT face=3DArial>The Department's three major service =
areas--vocational=20
rehabilitation (VR), independent living (IL), and library--are provided =
through=20
four organizational divisions: Field Operations, the Adult Orientation =
and=20
Adjustment Center, the Business Enterprises Program (BEP), and the =
Library for=20
the Blind and Physically Handicapped. The foundation that underlies all =
of our=20
programs is our positive philosophy of blindness. This philosophy also=20
underscores the Department's mission, which guides the delivery of these =

services to our consumers:<BR>&nbsp;</FONT></P>
<P><FONT face=3DArial>The Iowa Department for the Blind is the means for =
persons=20
who are blind to obtain for themselves universal accessibility and full=20
participation as citizens in whatever roles they may choose, including =
roles=20
that improve Iowa=92s economic growth.<BR>&nbsp;</FONT></P>
<P><FONT face=3DArial>The Department's philosophy of blindness is based =
upon the=20
belief that, "It is okay to be blind." In fact, this concept is also our =
vision.=20
The real problems of blindness do not lie in the physical loss of =
eyesight but=20
in the misconceptions about blindness widely held by the general public =
and by=20
many blind persons themselves. Because of these misconceptions, people =
who are=20
blind are subject to discrimination that prevents them from achieving =
full=20
integration into the economic and social life of their communities. =
Blind=20
persons are individuals, and their ability to live independently and =
work=20
competitively is contingent largely upon the effectiveness of the =
rehabilitation=20
training they receive and the opportunities available to them. If dealt =
with=20
properly, the effect of blindness on an individual's life can be reduced =
to the=20
level of a mere characteristic with nuisance value. </FONT></P>
<P><FONT face=3DArial>The Department's values and principles, which stem =
from this=20
positive philosophy of blindness, are the driving force of our agency.=20
</FONT></P>
<P><FONT face=3DArial>We affirm that: </FONT></P>

  trained in the delivery of services based on the agency's philosophy;=20

  <LI><FONT face=3DArial>The Department must provide the widest possible =

  pre-vocational, vocational rehabilitation, and independent living =
training, as=20
  well as library and other ancillary services, so that all consumers =
have as=20
  much opportunity as possible to make informed plans and choices =
concerning=20
  life goals; and <BR>&nbsp;</FONT>=20
  <LI><FONT face=3DArial>The Department in its staffing policy must be =
cognizant=20
  of the importance of hiring qualified persons who may be blind.=20

<P><FONT face=3DArial>Our agency is <I>strongly driven</I> by our =
mission,=20
culture, and values. Our focus is on providing the quality services =
blind Iowans=20
must have to achieve their VR and IL goals. Therefore, we measure =
results by the=20
successful outcomes our clients achieve. Services provided in the =
orientation=20
center are individualized so that its blind students can go at their own =
optimum=20
pace in developing the skills and self-confidence necessary to adjust to =

blindness. Since our culture values equally the contributions of all =
staff, we=20
have become a model for public and private employers by hiring qualified =

employees with disabilities. We insist that our computer software and =
hardware=20
are accessible both to comply with the law and to meet the needs of all =
our=20
staff, and we share what we have learned about assistive technology and =
job=20
accommodations with private employers and with other branches of state=20
government. </FONT></P>
<P><FONT face=3DArial>The Department's central office is located in a =
six-story=20
building in downtown Des Moines. This building houses the Department's=20
administrative offices and its four major divisions. Field offices are =
located=20
in Cedar Rapids and Cedar Falls. All offices are accessible to people =
with=20
disabilities. </FONT></P>
<P><FONT face=3DArial>The Department has 97 full-time equivalent =
positions=20
(FTE's). To meet the increasing demand for services, particularly from =
Iowa's=20
growing elderly population, we sometimes employ temporary and contract =
workers=20
in addition to our FTE's. We also rely heavily on volunteers to satisfy =
this=20
need. In the last year, volunteers provided 2,341 hours of work for the=20
Department. </FONT></P>
<P><FONT face=3DArial>Our employees are dedicated to helping blind =
Iowans develop=20
self-confidence and a positive attitude toward their blindness by =
providing them=20
with the services, resources, and tools that enable them to achieve =
their goals.=20
Our programs focus on the primary needs of blind persons, particularly =
their=20
need to obtain competitive employment and economic parity with the rest =
of=20
Iowa's work force. As a result, the VR Program, which works with blind =
persons=20
toward achieving their vocational goals, is the centerpiece of our =
services.=20
</FONT></P>
<P><FONT face=3DArial>The Department's other programs and initiatives =
support=20
these efforts toward vocational rehabilitation. Training in Braille, =
cane=20
travel, and the other skills of blindness is available both through the=20
residential program at the Adult Orientation and Adjustment Center and =
in the=20
community through rehabilitation teachers. BEP provides training and=20
entrepreneurial opportunities. Through the production and distribution =
of=20
materials in such alternative media as Braille, cassette, and large =
print, the=20
library meets the information and reading needs of blind and other=20
print-impaired readers. IL training helps blind Iowans who are elderly =
or=20
severely multiply disabled maintain the highest possible level of =
independence.=20
</FONT></P>
<P><FONT face=3DArial>In addition to these core services, the Department =
provides=20
a broad array of support and outreach services. As a central =
clearinghouse for=20
valid information about blindness, we participate in public education =
and=20
in-service training activities throughout the state. We cooperate with =
other=20
agencies of state government to improve transition services for blind =
children.=20
Through our Project ASSIST (Accessible Step-by-Step Instruction with =
Speech=20
Technology) program, we produce tutorials that make Windows computer=20
applications accessible to blind users. We also sell items like talking =
clocks=20
and Braille writing supplies that are helpful to blind persons in our =
aids and=20
devices store. </FONT></P>
<P><FONT face=3DArial>The Department is customer focused. Our primary =
customers=20
are blind and severely visually impaired persons who have very =
specialized needs=20
that cannot be met elsewhere. In developing our programs and policies, =
we=20
actively seek and take seriously the input we receive from advisory =
councils,=20
consumer organizations of the blind, individual blind persons, and blind =
staff=20
who also make up part of our customer base. The three members of our=20
policy-making Commission for the Blind are blind. Knowledgeable and =
politically=20
active, our customers are highly interested in the policies, procedures, =
and=20
practices of our agency. They support our culture and participate in our =

strategic planning. In fact, the Department remains in existence because =
of the=20
ongoing support and demands of our customers. </FONT></P>
<P><FONT face=3DArial>We serve a variety of other customers as well. Our =
library=20
serves individuals and institutions like the physically and reading =
disabled,=20
blind residents of nursing homes, campus offices for disabled students,=20
restaurants, and others who need materials in alternative media. Through =
our VR=20
program, we serve such customers as area education agencies and =
employers, and=20
through our IL program, we provide in-service training to group homes, =
senior=20
centers, and other community organizations. </FONT></P>
<P><FONT face=3DArial>On June 30, 2006, the Department had 97 permanent, =
full-time=20
employees, seven of whom worked from the district offices in Cedar Falls =
and=20
Cedar Rapids, and six of whom were domiciled at various other locations =
outside=20
Polk County. Our employees work in the areas of administration, service=20
provision, and support. Most of them are non-contract workers. Contract =
workers=20
are covered by the American Federation of State, County, and Municipal =
Employees=20
(AFSCME) agreement. Most of our non-contract positions require a =
bachelor's=20
degree. Although the Rehabilitation Services Administration (RSA), our =
federal=20
partner, is placing more emphasis on professional degrees, we have also =
found it=20
effective to provide our staff with rigorous and extensive in-house =
training in=20
our culture and philosophy of blindness. </FONT></P>
<P><FONT face=3DArial>The Department's Des Moines building includes the =
library's=20
production and distribution units and 10.5 miles of shelved books, which =

borrowers can come in to browse. The orientation center's 24-hour =
training and=20
residential facilities are housed here as well. We have our own staff =
and=20
equipment necessary to maintain our physical plant. </FONT></P>
<P><FONT face=3DArial>The Department has a computer network system for =
word=20
processing, database, spreadsheet, email, and Internet functions. =
Assistive=20
technology makes the network accessible to all staff, and embossers are =
used to=20
produce materials in Braille for our customers. A loaner pool of =
assistive=20
technology and computer equipment is available to clients. The library =
lends=20
computers to volunteer Braille transcribers, recorders to volunteer =
narrators,=20
and playback equipment to borrowers. The Department also has its own =
fleet of=20
cars and maintains an inventory of food service equipment. </FONT></P>
<P><FONT face=3DArial>We must abide by requirements of various federal =
laws and=20
regulations and the Code of Iowa, which requires us to maintain a =
registry of=20
all blind Iowans. The RSA enforces federal rehabilitation regulations, =
such as=20
informed client choice and an established grievance procedure with =
mediation=20
available through the Client Assistance Program (CAP). The Iowa =
Department of=20
Inspections and Appeals inspects food service sites. The National =
Library=20
Service for the Blind and Physically Handicapped (NLS) audits the =
distribution=20
of playback equipment and certification of eligibility for library =
service. Like=20
all governmental agencies, we are subject to the regulations of the =
Americans=20
with Disabilities Act (ADA). </FONT></P>
<P><FONT face=3DArial>Reinforced by the law, the Department's key =
customer=20
requirements are rooted in the high expectations of the customers we =
serve. Our=20
blind customers demand the individualized and quality services they need =
to=20
reach their VR and IL goals without delay. Employers who hire our =
clients expect=20
them to be qualified to do the job. Library borrowers expect efficient =
service.=20
Suppliers and vendors expect prompt payment. The general public expects =
accurate=20
information and services when needed, and taxpayers and legislators =
demand cost=20
effectiveness and accountability for funds expended. </FONT></P>
<P><FONT face=3DArial>Most of our important customer requirements are =
based on=20
such state and federal regulations as eligibility criteria. VR clients =
must be=20
functionally blind, have the desire to work, and need VR services in =
order to be=20
employed. An orientation center student must be on the VR caseload. The =
IL and=20
library programs have eligibility requirements as well. Institutions, =
like=20
nursing homes, that are library borrowers must serve persons who are =
eligible=20
for library service. </FONT></P>
<P><FONT face=3DArial>We share a variety of special relationships with =
our=20
customers and customer groups, some of whom are also our partners. The =
RSA, NLS,=20
and state legislature--as representatives of the taxpayer--require =
reports on=20
our results. Clients control the services they receive through informed =
client=20
choice. We require reports from community rehabilitation programs =
(CRP's),=20
training institutions, physicians, and others from whom we purchase =
services for=20
our clients. We develop collaborative agreements with a number of =
agencies,=20
including Iowa Workforce Development (IWD) and the Iowa Department of =
Economic=20
Development in helping blind clients set up their own businesses. We =
collaborate=20
with Iowa Vocational Rehabilitation Services. We belong to the =
Consortium of=20
User Libraries (CUL) so that we can have access to state-of-the-art =
circulation=20
software. Our most important partnership, however, is the one we have =
with blind=20
individuals and organizations, since we must have their constant input =
to=20
provide the highest quality of services. </FONT></P>
<P><FONT face=3DArial>The Department works with a variety of suppliers =
of goods=20
and services. We purchase direct services for our clients from =
educational and=20
training institutions, CRP's, medical service providers, and others. We =
have an=20
especially important relationship with the developers and vendors of =
assistive=20
technology who produce the equipment many of our clients must have to =
achieve=20
their goals. The NLS provides us with reading materials and playback =
equipment=20
to distribute to our library borrowers, and both the state and federal=20
governments provide us with the funds we need to serve our customers.=20
</FONT></P>
<P><FONT face=3DArial>Because no systemic mechanism for referrals is in =
place, the=20
Department's most important referral sources include the Social Security =

Administration (SSA), medical professionals, educational institutions, =
families,=20
and others who refer to us the names of blind persons who need our =
services. We=20
also have an important relationship with the Department of Corrections, =
the=20
Telephone Pioneers, the Lions of Iowa, and others who supply the =
volunteers we=20
need to maintain and expand our quality services. Because of our close=20
relationship with them, consumer organizations of the blind supply us =
with=20
support, feedback, referrals, and volunteers. </FONT></P>
<P><FONT face=3DArial>While the NLS provides guidelines for our library, =
the RSA=20
and the state both fund and regulate our programs. They impose strict =
rules on=20
how resources can be spent and goods distributed, including requirements =

governing eligibility and the service delivery process. Rules governing=20
confidentiality regulate the relationship of both our staff and =
volunteers with=20
our customers. </FONT></P>
<P><FONT face=3DArial>Because the Department provides services to blind =
Iowans=20
that are usually not available elsewhere, we do not have competitors in =
the=20
usual sense. Recording for the Blind and Dyslexic (RFB&amp;D), a =
nationwide=20
nonprofit organization, and some local libraries carry books in =
alternative=20
media, but their holdings are limited and the NLS equipment needed to =
use them=20
is distributed through our library. Because of our expertise in dealing =
with=20
blindness, other rehabilitation organizations often consult and =
coordinate=20
services for blind clients with us. Skills training is available through =
other=20
sources, such as the Department of Veterans Affairs (VA) training =
centers, but=20
many of these centers have additional eligibility requirements. Through =
our BEP=20
and job placement programs, we compete indirectly with private food =
service=20
businesses and with other candidates for jobs for which our clients have =

applied. </FONT></P>
<P><FONT face=3DArial>The Department determines its competitive success =
in a=20
number of ways. We look at the federal standards and indicators to learn =
our=20
ranking in relation to the performance of other public rehabilitation =
agencies.=20
We compare our library's production and circulation figures with those =
from=20
previous years to determine trends. We set our own standards for success =
by=20
looking at such factors as the number of days between referral and =
contact,=20
number of successful case closures, average hourly wage at case closure, =
and=20
expressed client satisfaction. </FONT></P>
<P><FONT face=3DArial>Several changes have taken place that may make the =

environment in which we provide services more competitive. The Workforce =

Investment Act (WIA) has modified the way job placement services are =
provided to=20
all job seekers. The SSA gives a "Ticket to Work" to disabled recipients =
who can=20
then use it to purchase the rehabilitation services of their choice. In=20
addition, the SSA has funded five Medicare pilot programs that are =
researching=20
new ways to pay for rehabilitation of persons with disabilities. =
Resulting new=20
regulations may be developed to govern the use of rehabilitation funds =
that=20
impact blind Iowans. The changing demographics of the work force are =
forcing BEP=20
to compete for private food service locations, and the growing =
availability of=20
electronic books through the Internet will affect the kinds and numbers =
of=20
materials circulated and produced by our library. </FONT></P>
<P><FONT face=3DArial>The Department's new thrusts in the types and =
methods of=20
services provided are a result of changes in the law, the population we =
serve,=20
and technology. WIA gives us a new set of partners and a challenging new =

approach to vocational rehabilitation. Iowa's elderly population is =
growing, and=20
with it, incidences of blindness. Medical advances have made it possible =
for=20
premature infants and trauma victims to survive. Many of these people =
have=20
multiple disabilities, and if one of these is blindness, we are =
designated as=20
the service provider. </FONT></P>
<P><FONT face=3DArial>Developments in technology have also had a large =
impact on=20
the kinds of services the Department provides. We give financial and =
other=20
support to Newsline and the Iowa Radio Reading Information Service =
(IRIS), which=20
make newspapers accessible to print-impaired persons. Library staff have =
been=20
preparing for the implementation of digital books and magazines by the =
NLS. This=20
change will mean that both staff and patrons will require training on =
using this=20
new format and the equipment used to access it. More blind workers are=20
reentering the service stream to receive the assistance necessary to =
cope with=20
the technological changes in their jobs. Because the Internet is now =
more=20
accessible to blind computer users, we can use it for e-commerce and =
other ways=20
of delivering services to our customers. </FONT></P>
<P><FONT face=3DArial>Since the passage of WIA in 1998, the Department =
is=20
participating in a major new organizational alliance. The Act requires =
agencies=20
like ours to partner with 22 diverse training and employment programs, =
such as=20
community colleges, Job Corps, and IWD. We must collaborate in the =
writing and=20
implementation of memos of understanding (MOU's) with 16 regional =
Workforce=20
Investment Boards in Iowa. The Rehabilitation Act of 1973, as Amended, =
also=20
requires organizational alliances between agencies such as ours and =
educational=20
institutions. </FONT></P>
<P><FONT face=3DArial>The Department has implemented new strategies to =
deal with=20
these major thrusts. As a result of WIA, we have played an active role =
in=20
developing and implementing MOU's so that blind job seekers will have =
full=20
access to the employment services they need. Because the Department's =
major=20
funding stream is for the provision of VR services, we are forced to =
limit the=20
services we provide directly to elderly blind Iowans and instead rely =
more on=20
the indirect provision of those services through self-help groups and=20
community-based skills training efforts. Our staff also receives =
training to=20
help them deal with disabilities other than blindness. </FONT></P>
<P><FONT face=3DArial>The Department is also implementing strategies to =
take=20
advantage of technological advances. We utilize accessible, =
state-of-the-art=20
database systems that enable us to circulate library materials, store =
and=20
retrieve client information, and produce reports for our state and =
federal=20
partners quickly and accurately. Through tutorials produced by the =
Project=20
ASSIST program, blind workers can learn quickly how to use common =
computer=20
applications with assistive technology. Finally, Iowans can use the =
Department's=20
web site to refer individuals for services, apply for services, review =
and=20

  received the final report of the findings and recommendations from the =

  107 monitoring and technical assistance review conducted in fiscal =
year 2004,=20
  by the Rehabilitation Services Administration (RSA). That report cited =
two=20
  findings of non-compliance. The first was related to interagency =
agreements=20
  with institutions of higher education (IHE) in the state. At the time =
of the=20
  review, the Department was in negotiations to secure the necessary =
interagency=20
  agreements. The Department is now in compliance with this requirement; =

  interagency agreements have been signed with the Board of Regents and =
sixteen=20
  community colleges. </FONT></P>
  <P><FONT face=3DArial>The second finding was related to eligibility=20
  determination for services. The review cited the Department for not =
using=20
  Social Security status to expedite eligibility in 39 cases. However, =
in its=20
  response to the report, the Department proved that for 35 of those =
cases=20
  current Social Security information was not available at the time of=20
  determination. Instead, Department staff determined eligibility based =
on other=20
  approved criteria in order to expedite the determination. The =
Department=20
  agreed that in four cases Social Security information would have =
expedited the=20
  determination. The RSA agreed with the Department's response and =
corrective=20
  action. The Department is now in compliance with this =
