Present: Jack Morlan, Bernard Bidne, Mohamad Khan and Liz Nichols

Items:

1. The meeting was CALLED to ORDER at 10:04 a.m.

2. The ROLL was CALLED, Jack Morlan, Bernard Bidne, Mohamad Khan
and Liz Nichols were present.

3. A correction to the minutes was made, it was then moved to approve the
MINUTES, it was seconded and the motion was passed.

4. REPORT OF THE COMMISSIONERS

a. Jack Morlan has nothing to report.

b. Bernard Bidne - wished to thank everyone for their work at the Iowa Civil Rights Commission and said that he would miss the staff.

C. Liz Nichols has nothing to report.

d. Mohamad Khan reported on taking part in this year's pilgrimage.

5. EXECUTIVE DIRECTOR'S REPORT

a. FINANCIAL REPORT

The report was given by Diann Wilder-Tomlinson. The Commissioners were provided the updated financial report showing an increase in HUD and EEOC funds. The funds will be used for the new computer tracking system and any Y2K system problems.

b. CASE COMPLIANCE

The report was included.

c. EDUCATION REPORT

There are two educational grants being worked on at the moment. One is an accessibility grant for public education for multiple family housing. The other is a grant for public seminars for employers and potential employees in the immigration area.

d. ADMINISTRATIVE RULES

The first set of rules were approved and no one appeared at the public hearing. The second set of rules regard housing discovery. The inclusion of subpoena ability in our Administrative Rules is in compliance with the subpoena power which is granted us in the statute. A motion was made to adopt the rules as approved by the Administrative Rules Committee. The motion was seconded and carried. A second motion was made to approve the new rule changes regarding subpoenas. The motion was seconded and passed.

6. OLD BUSINESS

None.

7. NEW BUSINESS

A farewell was given to those Commissioners who will be giving up their seats to the new appointees on May 1, 1999. The commissioners honored were Liz Nichols, Bernard Bidne and Blanca Flores. The Iowa Civil Rights Commission thanks them for all of their vision, hard work and dedication.

8. NEXT COMMISSIONERS MEETING

The next meeting will be held in conjunction with the Commissioner's training. The exact time and place for this meeting have yet to be set. The Commissioner's will be informed of the exact time, date and location as soon as the information is available.

9. ADJOURNMENT

The meeting was adjourned at 10:40 a.m. The Commissioners were treated to lunch by the staff.
