C. ADMINISTRATIVE REVIEW
All complaints are processed through the administrative review stage. This stage was implemented in the 2nd quarter of FY 1984.
Complaints are periodically reviewed to determine whether further processing is warranted. Further processing is warranted when the information collected indicates a strong possibility of a probable cause determination, the law issues in the complaint need development, or Commission resources permit.
A complaint determined not to warrant further processing may be administratively closed after notice of intended closure. In FY 1984, 470 (35%) of all case findings resulted in administratively closed cases. Approximately 80% to 85% of these cases were closed as a result of administrative review
A complaint that is determined to warrant further processing enters the stage of investigation.
