ADMINISTRATIVE DIVISION
The Commission's FY 1984 state budget was $691,846.00 as compared to $703,082.00 in FY 1983. In spite of the budget decrease, FY 1984 brought an increase in the number of complaints resolved, a decrease in the average case processing time and a reduction in the case inventory.
The 70th General Assembly, in its 1984 regular session, signed into law three amendments to Section 601A, Code of Iowa (1983), as follows:
Section 601A.2(10), paragraph 1: The words "general public" were deleted and replaced by "non-members" in defining public accommodations.
Section 601A.13, unnumbered paragraph 1, to read as follows: The provisions of this chapter relating to discrimination because of age do not apply to a retirement plan or benefit system of an employer unless the plan or system is a mere subterfuge adopted for the purpose of evading this chapter.
Section 601A.16(3), to read as follows: An action authorized under this section is barred unless commenced within ninety days after issuance by the Commission of a release under subsection 2 of this section. If a complaint obtains a release from the Commission under subsection 2 of this section, the Commission is barred from further action on that complaint.
The Commisison promulgated administrative rules to Section 240, Iowa Administrative Code, in FY 1984. The major changes deal with organization and administration, complaint processing and affirmative action. These rules are contained in the section "FY 1984 Administrative Rules."
