ORGANIZATION

The Iowa Civil Rights Commission is comprised of three divisions: Administrative, Advocacy and Affirmative Action, and Compliance.

The Administrative Division is responsible for administrative support, clerical support, computer and word processing functions, fiscal planning, and legislative and commission liaison. Mr Ta-Yu Yang was division director.

The Advocacy and Affirmative Action Division is responsible for the prevention of discrimination through educational, affirmative action, contract compliance, and fair housing programs. Its activities include outreach, training, rental testing, affirmative action and contract compliance monitoring, consultation, and community liaison. Mr Leo Karn was division director.

The Compliance Division is responsible for the receipt, administrative review, mediation, investigation, conciliation, administrative hearing, and litigation of complaints. Mr. Louis Martin was division director.

The Commission's organization was altered at the conclusion of fiscal year 1986, as Affirmative Action and Contract Compliance responsibilities were transferred to other state agencies due to State Government Reorganization. The Commission is now structured into one unit combining Compliance, Advocacy and Administrative functions.
